Just let me respond to this one now and the rest I'll respond later.

I'm only speaking here of the reference implementation of NTP.
The pool option is affectively the same as a server option except that
the FQDN will result in multiple addresses each of which will be
configured as a server. You cannot do that today with the server option
but from DHCP's point of view is just a matter of creating multiple
server options with the IP address. server takes either a name or an IP
address but currently only uses the first one it gets back on the list
if it's a FQDN.

If the reference implementation were to get a FQDN from the DHCP server
it would probably be set up as a pool option. If it were to get an IP
address it would use it as a server option.
