[ntpwg] [dhcwg] NTP option: IP address and/or FQDN

What I think I'd like to do is go back to basics and look at the targets
of dhcp requests/options and for each type look at what is the desirable
set of NTP configuration information each type would need. At least that
way I would understand what options would be needed. I'm finding it
rather difficult going from the the DHCP server/options forward without
knowing or understanding the targets.
