[ntpwg] [dhcwg] NTP option: IP address and/or FQDN

Harlen,
      Several people in Vancouver made the point in the DHC meeting that 
the option should support a list of NTP servers (including me).  By 
acquiring a list via DHCPv6, an NTP implementation can configure the 
pool option correctly.
