[ntpwg] [dhcwg] NTP option: IP address and/or FQDN

	The NTP servers option is for pointing CPE / in house
	equipment at NTP servers.  Preferably those servers should
	be run by the ISP or are in-house.  The servers pointed to
	the NTP servers option should be the ones configured to use
	the pool servers.

	The deployment model with DHCP is different to the manual
	deployment model.
