address at the moment.

At the moment, we're just trying to address the issue of a somewhat 
better way of selecting a refid that will help reduce the probability 
of a timing loop, based on what we know of current limitations on how 
the refid is generated from a single IP address and how current 
networking technology tends to cause single IP addresses to migrate 
from one machine to another or one site to another, or where a single 
machine might have more than a single IP address.


We'll solve that other problem at some other time.

All IMO, of course.
