[ntpwg] What goes in the IANA registries?

As I pointed out in my review comments there are a number of tables of 
assigned values that are not called up as needing IANA registries.

The response was that they were only advisory and therefore did not need 
to be registered.

I can see how a standard set by reference implementation can get away 
with this approach, but I do not think that it is satisfactory in a 
standard set by an SDO.

Once NTP is published as an RFC there needs to be a formal mechanism 
whereby values can be added to informational tables in such a way that 
clashes do not occur. Allocation of additional values needs to be done 
in such a way that they do not damage the protocol and access is fair 
and impartial. IETF mechanism for doing that is by requesting a registry 
entry from IANA using the permission level documented in the RFC that 
created it.
