This is the current practice in the NTP reference implementation but it
is not required to be. It could, for example be the first 4 octets of
the MD5 hash of the MAC address. Anything may be used as long as it's
consistent.

It would help to know what start bit you are talking about. I have no
idea. Does someone have a reference to a section of the draft?
