That's the problem. its not that I think that its not a good idea to be able 
to propagate a set of NTP servers to any set of users, and DHCP is something 
that most operator's have running, but DNS is a better solution I think 
especially if there is a set of basic Time Services and addressing ala 
RFC1918 defined for them per the suggestion I sent in some months ago.
