I have - already. In fact there are several implementations already written 
too. One for Solaris and another port to OS/X. The problem is that I am not 
willing to give away any and all rights to this protocol specification as 
you folks have done by taking NTP into the IETF.

Better yet, look at the continuously revised participation requirements in 
the IETF and you will realize that most of this and all WG member's have 
committed fraud in representing to the IETF that they have a legal status to 
represent their sponsor's IP rights. I.e the new rules per BCP78/79.

My objection is in creating mandatory components of the NTP package which 
are not minimalistic. Implementing this code over DHCP would be a security 
nightmare from the Audit Perspective, so what I propose is that if you want 
to add this support - its you folks who make this a BCP for configuring and 
operating NTP.
