I was going to say something like that too...  But I poked around a bit.

One alternative is that the DHCP client is NTP aware.  :)

/sbin/dhclient-script on my Linux box stuffs server lines into ntp.conf   I 
think it's smart enough to restart ntpd if the list of ntp servers changes.  
I didn't check all the fine print or try to test it.  Ugly, but probably good 
enough.

A comment says dhclient-script came from NetBSD so others have probably 
copied the idea.
