I have to ask, what would a cable modem have to do with anything.  Cable
modems do not use NTP (you can go read the DOCSIS spec to confirm that
if you like.) CableHome and PacketCable also do not use NTP.  They all
use RFC 868 TOD.

Perhaps you're confusing a problematic proprierary router that happens
to embed a standard cable modem, with a standard cable modem.
