Yes. A similar situation with leap seconds: They have been
promulgated and everybody must cope. Some people like coping because
it saves them money, others don't because it costs them money.
Regardless of which side of the fence you are on with this issue, it
is safe to say that NTP implements them because they are a requirement
of UTC time.
Wouldn't the need to have a traceable UTC merit consideration? Or at
least an explicit mention as beyond the scope?
