We cannot start last call since we have not completed last call on the 
NTPv4 draft.

I also have major objections to section 10 of this document since it 
appears to use the Field Type to carry protocol-private data instead of 
placing that information in the body of the extension. There is also 
mention of a code field but there is no description or figure for it and 
where it is resident in the extension. I already raised this as an issue 
  to the working group and except for a short discussion with Dave Mills 
I  have not heard anyone else respond to this. We need to do this.

We need to sort this out before we move this forward.
