Yep - and I am working with the GAO to integrate these requirement's into
the brand-new version of FISCAM which the GAO is running out for comment's
to the CIO's offices of the various Federal Agencies.

A broad Google search produces a wealth of info there. But what people need 
to realize here is that there is a key value in a strong NTP as a core 
evidence source in IT systems. And that is what needs particular focus here 
IMHO.
